Of course it wasn't illegal.  The simulcast and call letter transfer was cleared through the FCC.  If you recall, atthe end of the simulcast period we moved the WKLB calls from 105.7 to 96.9, then later moved them to 99.5. If this were illegal we wouldn't have done it.
