Hmmm...AFAIK there is no such thing as a "TIS-type" station on FM.  There 
are a few "billboard radio" style FM's that are Part 15...usually not 
receivable even on car radios for more than 500ft.   There's one on 
Lincoln, NH just after you get off I-93 heading towards Loon Mountain.
