It was explained to me when I got my cable installed
(back in 1999) that the reason they do that is because
of interference from the same channel being
over-the-air on the same frequency.  Back before
fiber-optic cable lines, the cable would act as an
antenna and TVs would pick up both cable singal and
the over-the-air singnal at the same time, so you
would have a "ghost" image.  That probably wouldn't be
a problem now, but they haven't moved the channels
over to where they belong yet...
