93.9 and 94.3

If WHOM is the money maker in the cluster, would it
make more sense to put WHOM on 94.3 and operate WCYY
on 93.9 instead? 94.3 has a Portland grade A signal
and is closer to WHOM's clients in York and Cumberland
County, plus the New Hampshire seacoast area where
lots of their clients are too.
