I think 93.9 has the overall larger coverage area, though you are correct
that it does not cover York County or seacoast NH.

WCYY has huge ratings in Portland and they would be hurt more by the
scenario that you suggest.  WHOM's billing is less contingent on ratings in
one market.

Or there may be a technical reason for the choice.
