Indeed.  You pay a periodic fee to HBO, through your cable company,
for the opportunity to receive HBO's programming.  You pay this fee
whether you actually watch HBO's programming in a given month or not,
although you are of course free to relinquish your opportunity to
access HBO's programming (just as you are free in Britain to disable
your tuner, or purchase a monitor without one).
