One is making cut backs because they aren't making money -- the product is
failing in the marketplace.  The other is making cuts because politicians
cut their budget.  Though it is not the situation in this case, government
funding always leaves the possibility of cuts or budget increases due for
political reasons (i.e., coverage favorable or not favorable to the
government.)

The Orwell line was a joke.
