I don't think that's true.  What is true is that the
current generation of kids is larger than the
generation that came before them. 

In Maine, and many states, the school crowding issue
is a result of people moving from urban areas to
suburban and rural areas.  In Maine, we have literally
spent billions in the last twenty years on new school
construction but the number of children in school
overall in the state has dropped.  But the new schools
were needed because families have moved out of the
cities -- leaving empty schools -- and into areas that
didn't have the schools to handle the new population.
