I don't know whether the Braves needed or got league approval to move.  In the 1920s, 
though, no team in either league had moved for some time.  The National League was static 
from 1899 until the Braves move in 1953.  The American League had two moves within a year 
or two of its founding -- the Milwawkee Brewers became the St. Louis Browns, and the 
Baltimore Orioles became the New York Highlanders, and later the Yankees.  It didn't have 
another move until 1954, when the Browns became the Baltimore Orioles (At least the 4th 
team by that name -- there were a couple of Baltimore Orioles teams in the National League 
in the 19th Century.).
