Again, I agree that Aaron's logic is sound!  Has the dead air issue
ever been "tested" before the FCC by potential license challengers?
If that flows, then a station could broadcast dead air for 12 hours
per day and meet the standard, so long as the legal pops up hourly.
Not that that would serve the COL any less than some stations I've
"listened" to lately.
