In days gone by it certainly would have been rejected. Modern TV receivers
are much better in this regard, so a station on 88.1 (you did not mention a
power level, I would assume it has to be fairly low to avoid interfering
with WMBR) should not cause a problem for WLNE.
Of course, it's also possible that the people at WLNE never found out or
got their act together in time to file an objection.
