Why Lower Power?

Has anybody else noticed the strange pattern that I
have?

Last week, WGUY in Dexter, Maine, got authorization to
make a minor modification. I looked this up in the FCC
database and it appears that the modification is to
lower their power. WGUY is owned by Concord Media
Group, but I believe is being programmed by Clear
Channel.

This reminded me that a couple of months ago I saw a
similar application for WWBX (B97) in Bangor. This
station is also owned by Clear Channel and also
applied to their lower power.

And I just found out that earlier this month another
application to lower power was approved for WCTB in
Fairfield. WCTB is listed as being owned by Mountain
Wireless, but I know its sister stations WHQO and WSKW
are being operated by Clear Channel.

There appears to be a clear pattern here so I assume
Clear Channel is calling the shots on these
applications. My question is, why is Clear Channel
applying to lower power on so many of its stations? I
seem to remember when the game was to get as much
power as possible, not cut back.
