Is this an FM station?  Maybe the station is lowering their power becasue 
they're increasing the height of the antenna.  Usually when you raise one 
you have to lower the other in order to maintain the same coverage area 
and not cause interference to other stations on the same (or adjacent) 
frequencies.  

Am I right, guys?
