They don't operate as a non-comm.   WHRB does run commercials.  Nowhere 
near as many as most commercial stations, but they do run 'em.  Also WHRB, 
I believe, has always been a commercial station in the commercial 
band.  WRBB (and WBRS) are both grandfathered Class D non-comm's that were 
shifted to the commercial band when new Class D licenses were no longer 
accepted (late 1970's).

WHRB is indeed the only college station that holds a commercial license 
within metro Boston.   There are at least two carrier-current stations that 
are commercial (by which I mean they've stated "we are a commercial outfit, 
we don't restrict ourselves") WECB Emerson and WTBU Boston Univ but of 
course since it's Part 15 it's kinda meaningless.

I think the only other commercial college station nearby is WBRU at Brown 
Univ down in Providence.
