Like everyone else, public stations want to reach a large audience.   
Their underwriters would like their support announcements to reach a 
large and demographically favorable crowd.  You could substitute the 
word "underwriter" with "advertiser" and "support announcement" with 
"commercial," but that would be wrong.    :)
