You missed one important point: in both of those cases, Congress and
the FCC eventually told manufacturers that their receivers *must*
receive both bands.  Of course, when AM Stereo came around, this was
not done, and hence most AM stations broadcast in mono.  The same
thing will likely happen with DAB.  There is certainly no such mandate
for TV sets, although digital must-carry is an important first step
for many viewers.
