That is the world standard, which we in the western hemisphere (ITU
Region II, to be precise) refused to go along with.  (Regions I and
III use 9-kHz spacing.)  It was not always thus, but I don't have the
historical references that would allow me to pin down when the rest of
the world made the switch.
