My guess would be that those former "superstations" like WSBK, WGN, WOR,
etc. might be grandfathered in to cable systems...this might also explain
why WSBK has potential viewers in Canada and into NY State.  On a side
note...I know when I went on a cruise some 10+ years ago, WSBK was one of
the stations the ship picked up and distributed throughout the
cruise...along with an LA station and one out of FL.  Almost made me feel at
home out in the middle of the ocean :)
