current ITFS users to keep allocations

The FCC has voted to let the incumbent holders of ITFS (Instructional
Television Fixed Service) licenses in the 2500-2690 MHz band keep them, 
while also allowing the band's use by wireless mobile services.

For New England, I think this means that Boston Catholic TV will be able
to continue feeding cable systems via ITFS.
