The Commission used to enforce the legal ID rule, but rarely ever as a
solitary offense.  Typically, if a station got busted for something
else, and was also heard not identifying properly, it would get
written up for everything, but the Commission can't be bothered to
enforce the rule alone.

The most famous case I can remember was several years ago, when WHFS
Annapolis got busted for (among other things) identifying itself as a
Washington station.  (This was back in the administration of George
H.W. Bush.)  Even then, that was not the principal offense.
