RE: TV reception
There has been a lot of "TV Skip" on television and FM broadcast bands
lately. Some of it has been for distances of 1,400 miles or so based on all
the loggings I've seen on the National Radio Club's FM and Television DX
list email reflector.
In your instance, the cable provider leaves the 'reciever' on channel "x"
and happens to pick up the next station on that channel. I've had this
happen when I lived in Chesapeake, VA, subscribed to the local cable
provider. I don't specifically recall the channel number, but there were a
couple of different VHF channels, one in Easterly NC that would go off the
air for the overnight/wee hours, and the station in Washington, DC would
appear in it's place. I could achieve the same thing using my outdoor
antenna that I usually pipe into my FM tuner.

I've noticed that the last two nights when WCBB has gone off the air,
Channel
10 from Providence/New Bedford has been coming in on our local cable system
in the Bath/Brunswick, Maine area. That does not usually happen.
