Well on alternative would be something along the lines of the British
model - a government chartered broadcasting corporation, [such as the BBC]
and then charge listeners/TV-viewers a yearly license fee to fund it.

Mind you, of course, there are a number of commercial stations in the UK,
also.

Is there a better way?   -   I can't imagine ALL stations doing "the WGBH
thing"....
