There is in fact a person at CCU headquarters (I had lunch with him
last Satuday in Covington) whose principal job is figuring out how to
juggle AM and FM allocations for maximum market coverage.  He also
gets in on station purchases.  They generally only want to invest in
facilities which have good nighttime interference-free coverage of
their metro areas, which is why you don't see Clear Channel holding
many class-C and -D stations.  (Those would be graveyarders and
daytimers, for those who haven't yet upgraded to the most recent
release of FCC AM station classifications.)

According to said person, all of the relevant applications and permit
requests have been submitted to the authorities.  He seemed somewhat
surprised when Scott and I explained that planning approval was highly
unlikely.
