Councellor, if I recall correctly, Telecomms reform had been brought up in
congress from time to time, for about a decade or so before the '96 act
passed.

There was much in the Telecommunications Act that had been in the works
for some time before the Republicans took over Congress.  The Broadcasting
provisions were actually a fairly small part of the act.  And I think the
broadcast industry lobbyists made sure that the attention was on other
parts of the act as much as possible.
