Let's keep in mind that no effort was spared to keep the public from
knowing what was actually in the bill.  Even the print media did
relatively little to raise public awareness about the
broadcasting-related aspects of the bill.  I'd be surprised if most of
Congress even knew that they were voting many small-time radio
operators out of business.  (Most members don't even read the
legislation they vote on, never mind actually debating the merits.)
