Back when I worked in Rochester (it was WWNH back then) all three 
towers were lit at night.  Sometime after I left, which was in 1977, 
it went to the end towers only.  It could have been for a reason as 
simple as the bulb burned out and the owner was too cheap to have it 
replaced...or perhaps they found something in the regs which said 
they didn't have to have it on anyway.  Another of my former 
stations, WTSN in Dover, stopped lighting its towers because it was 
determined they were not in any flight path and were not high enough 
to matter.
Anything to save a buck.
