The couldn't anyway -- the letters I, O, Q, U, W, and Z are never
used.  The lettering system works like this:

A, B, C, D -- Maritimes (C is P.E.I., so Charlottetown gets C1A)
E, F -- not sure
G -- Quebec City and rural eastern Quebec
H -- Montreal, Laval, and the western North Shore (but not Nunavik)
J -- Sherbrooke and rural western and northern Quebec
K -- Ottawa and eastern Ontario (``Kapital'')
L -- Toronto exurbs
M -- Toronto (for the ``Metro'' of bygone days)
N -- Southwestern Ontario (London, Windsor, Sarnia)
P -- Western Ontario (Thunder Bay, Rainy River)
R -- Manitoba
S -- Saskatchewan
T -- Alberta
U -- not used (too similar to V)
V -- British Columbia (so Vancouver gets V1A)
W -- not used (too similar to V)
X -- Northwest Territories and Nunavut (Iqaluit is X0A, Yellowknife X1A)
Y -- Yukon Territory (Whitehorse is Y1A)
