LPFM in Brazil

A couple of nights ago, the BBC World Service ran a report on the 
proliferation of community-based low-power FM stations in Brazil.  
Apparently, many of them are not licensed, and some, which are supposed to 
be community stations, are actually the voice of a particular local 
politician or party.  The large broadcasters in Brazil have been lobbying 
to have them shut down, but so far without much success.
