I'd say so.   A station died (high school station) and even if somethnig else 
appeared on the same (or adjacent) freq.,  then that would count as a new 
station;  especially if it were licensed in a different town.  -   

Didn't know the body-count in Maine was that high.   Maine only had 38 
stations two decades ago, and 11 are gone....
