Right you are!  

WODS ran an hour and a half of local public affairs programming (two
seperate shows) then ran an hour long program from CBS as well as a half
hour week in review type program from CBS and 2 half hour programs from
AP.  These began at 2am and ran until 8am and were repeated.  The suits
in New York accepted this as okay.  Initially they were repeated once but
when AP was dropped and CBS cut the division that supplied public affairs
programming to O&O's the shows that were left were repeated ad nausium.
