Yes, pretty much.  Basically the jock can override the system for talk breaks into
spots, and can often move or change songs and/or sweepers when necessary or
desired.  Most modern automation systems do this with no problem, but some older
systems were not as "jock friendly" during times when a station was doing live
programming.
