Bob Bittner said the same thing to me. As far as I know, you are both
_quite_ wrong. I'm pretty sure that, by law, the FCC must wait a minimum of
60 days before granting a license to cover after accepting for tender an
application for license to cover. Here are some of the cases I know of that
involved objections and _lengthy_ hearings.

WXKW 850 10 kW DA-1 in Albany NY Took to the air 1948. Operated on
program-test authority for its entire life. Went dark in 1953 or 1954.
A long complicated story that I have told here several times. Involved
protests by KOA at least.

WHIL 1540 250W-D Medford, MA Signed on under PTA in (I think) 1952. After
protest from WMEX, FCC found WHIL a new frequency, 1430, on which it has
operated ever since, first with 500W-D, then with 1 kW-D, then with 5 kW-D,
now (as WXKS(AM)) with 5 kW-D/1 kW-N DA-N, Everett MA.

KQEO? 860 1 kW-D/500W-N DA-N Albuquerque, NM Signed on under PTA in the late
40s or early 50s. KOA protested that adjacent-channel interference would
destroy its nighttime listenership in Albuquerque. FCC relocated the
Albuquerque station to 920, same facilities. Station and its successors have
been on 920 ever since.

WGTR Natick, MA. Began full-time operation on 1060 in August (I think) 1981.
Never received a license for full-time operation. Went dark in (I think)
1994. License for daytime operation was bought by Alex Langer. Returned to
the air with 500W-D on 2/8/1997. Now WMEX and once again operating under
PTA, but now as a high-power daytimer.

I'm sure that these are not isolated examples. Another long, gory story is
the battle between KFAB and the 1110 station licensed to Pasadena, CA which
was on 1110 FIRST and nevertheless had to rebuild its DA three times in
unsuccessful attempts to satisfy KFAB.
