Bob B weighing in.... however, it is uncertain HOW MANY of the FCC 
requirements that regular broadcasters have to endure will be required for 
LPFM....  public file,  EAS,  ownership reports,  employment reports,  
license renewal,  etc.   So it'll be hard to say, at this point how difficult 
LPFM will be.    The EAS equipment itself costs $1,800.00.    So, if the 
report saying it could all be done for as little as $1,000.00, as was said in 
the NYTimes,  it would APPEAR that EAS rules do not apply to LPFM.
