You forget that by the time the FCC removed that regulation over 90% of the
CB's out there were running unlicensed. Enforcement prior to that time was
minimal and, after the appearance of such movie epics as "Smokey and the
Bandits" and "Convoy", CB sales skyrocketed. You could buy a CB at just
about any convenience store or supermarket, let alone Radio Shack. The
license app that was included with the radio generally went right into the
trash.
At this point at least they're trying to keep a handle on what's happening.
