I certainly would object to Congress of the President doing such a thing
to NPR, PBS or any other independent agency.  They have some control
through CPB funding.  If they get upset enough they could pull the plug.
(remember what happened to NHTV's nightly newscast?)

The U-S Government does have editorial control of a major outlet, ever
heard of The Voice of  America?  They are a government  agency and as
such are under the complete control of the government, for good or for
ill.
