Because the nature of digital TV (or, at least, of the 8VSB modulation
standard the FCC has mandated for the US) dictates that a station put a
huge amount of RF energy into population centers just so that people can
receive it without their roofs looking like the top of a ham shack. Mt.
Washington just won't cut it in the digital era (and it's pretty marginal for
most viewers even today.) Besides, if you're trying to compete with
Channels 6 and 13 for the big bucks (and fatten yourself up for sale) you'd
better be on par RF-wise.
