I seem to remember that Route 15 was the old pre-Interstate road.  Kinda 
like I-91 in Western Massachusetts runs alongside Routes 5-10, the road we 
used to use.

And since that road manages to be both Route 5 and Route 10, I don't see 
why Route 128 can't be both Route 128 and I-95 and I-93.
