That' may be but the intent of the 1996 changes to the act were intended to
make it easier for companies to own more stations. If the FCC enacted
regulations that imposed new ownership limits, it would likely result in the
Congress quickly moving to change to law to take away that authority. The
legislative intent of the 1996 act was clear and the FCC would be pushing
their luck to go against clear legislative intent. I'm sure any new limits
would also be challenged in court.
