I think turning off WNHQ is unlikely. First, 1.6 mill is a big pot
o'cash for a NH class A with near zero cash flow. He wants a return on
that money.  Second,PHX is boxed in pretty well,as is NHQ. If I
understand the process, Mindich would need to petition for a new FM
allocation somewhere,opening the door for competing applications.
