AM modulation question

<Dan must be getting annoyed by now!>  If an AMer, at full output
power, is only modulating at 50-60% averages (versus 90-110 positives)
what is the impact on coverage?  Is it just an effect on s/n ratio or
is the actual signal reduced with reduced mod.  Also, are there FCC
regs. on minimum modulation levels (obviously, there are peak limits).
And what did the NRSC standard actually _do_?  (Peg, the meter maid
wanted to know.)
