MARTI tech question

Hi All-

A question for our resident techies, or even those who are versed in FCC 
rules...Does a MARTI remote system have to be licensed to a radio 
station or could other "communication entities" (i.e. public access 
television stations) own/apply for a license for a MARTI system?
