I think 101.1, from NH, is the sensitive issue here.

And, as a matter of fact, 10 watts is the most the rules will allow a
translator in our region when antenna height above avg. terrain exceeds
460 feet, which it clearly does in this case. To qualify for 250 watts,
antenna height cannot exceed 106 feet in any direction. Primary coverage
(1 mV/m) radius is restricted to about 4-5 miles, which means many
eastern states translators may be received 10, even 15 miles away in the
absence of interference.
