Part 15 means microscopic power and, *at most*, campus- or stadium-sized
coverage.  Anything stronger requires a license.  The AM you describe
should have a license, and doesn't, which makes it a pirate by
definition.  That applies to the FM as well, if it is audible outside its
very immediate neighborhood.  The 1640 in Mattapan is receivable for
miles.  Another version of it north of Boston (possibly in Medford,
Everett or Chelsea) is also audible for miles.  By no stretch are these
legitimate signals.  They are *illegal* stations.
