Yes, that is true but it was always a problem with smaller operations when
bigger ones could compete; this was the reason for the turn of the century
hatred of "chain stores" that continues to this day.

The solution that has emerged, of course, is for both the small and large
facility to be owned by the same operator. More difficult  is an attempt to
find a niche the larger operator can't serve, unfortunately while it's easy
to find a niche, finding a niche that makes money is far harder.

Most operators of small stations traditionally chose to bungle and mismanage
their properties, thereby distorting both the potential and revenue of the
entire market, thus keeping ad rates and incomes depressed.
