1.9 V/m unattenuated at 1 km is below the minimum for 50 kW stations in the
U.S. (not just for Class A stations as Marty Waters posted). The minimum
must be lower in Canada, however. CKVL's current operation on 850 shows an
rms field SUBSTANTIALLY below 2 V/m, which is the US minimum. (Actually, I
think the US minimum works out to 1991.67 mV/m.)
