I see no problem here:

www.fcc.gov is a nickname for infoserver.fcc.gov
infoserver.fcc.gov has address
infoserver.fcc.gov mail is handled (pri=0) by infoserver.fcc.gov
infoserver.fcc.gov mail is handled (pri=10) by internet.fcc.gov
