Is that question addressed to me? I lost the Council election by 200 votes... 

As far as I know it isn't so much "Boston Proper" as much as it is "Downtown"
vs. "Neighborhoods." Boston Proper would include all neighborhoods (Allston to
West Roxbury) of Boston whereas Boston Metro would include Boston Proper plus
Cambridge, Somerville, Watertown, etc. everything inside Rte. 128.
