Boston Proper is an older term used to define a specific area within the city
limits.  Many people now use it to refer to just the city in comparison with
"metro Boston" which could be considered everything inside Route 128.

Now, here's more information that you'd really need (or perhaps care about).

Look in the Globe on a holiday when they list what's open and closed and when
trash pick up is.  They'll often say trash pick up in Boston Proper
only--meaning Back Bay, Beacon HIll , and downtown.  Going back even further
(to the 1800s) found in old city maps Boston proper included only Beacon Hill
from Beacon St. to the north, the downtown area from State Street though the
North End to the Charles River.
