FCC Lenient on station ID?

Actually, no.  It should have been ``WPLM Plymouth, WPLMFM,
Plymouth''.  The frequency is totally optional.

As for the FCC---they don't care.  They don't have any budget for
enforcement (except where Stern is involved), and most of the
commissioners (who could do something about this) have no background
or interest in broadcasting.
