Did Channel 2's power increase come through?

The FCC issued a license to cover to WGBH-TV on March 18, specifying 34 
kW ERP:

Does this mean that the long-awaited power increase for RF channel 5 is 
in place?

Something seems to have happened, since I'm now able to get channels 
2.1/24.1/44.1 on a regular basis.
